Police: Man accused of peeping on woman inside Norwalk City Hall bathroom

Authorities say 31-year-old Terrill Kelly was arrested after a victim reported that Kelly had entered the women's bathroom at Norwalk City Hall, placed a cellphone underneath a stall and allegedly began recording.

A New Canaan man - who authorities say was on probation - is facing charges after being accused of peeping on a woman inside a city bathroom in mid-August.

Authorities say 31-year-old Terrill Kelly was arrested after a victim reported that Kelly had entered the women's bathroom at Norwalk City Hall, placed a cellphone underneath a stall and allegedly began recording.

"Peeping on women in the bathroom?" said V. Contiz, of Norwalk. "That's crazy, man."

Police say Kelly ran away from the area, but authorities were able to identify him on surveillance footage.

Norwalk police say Kelly was located in the Bronx last week.

He was extradited back to Norwalk police headquarters.

News reports from 2019 show Kelly was arrested for a similar incident inside a mall bathroom at the SoNo Collection in Norwalk seven years ago.

Police say he's charged with voyeurism with malice and is being held on a $50,000 bond.

Kelly is due back in court Sept. 29.
