Shots were fired at the Washington Village housing complex Wednesday night.
Police say they searched the area just before 10 p.m. after two shots were heard within 10 minutes.
They say they recovered two shell casings and two handguns at the scene, but no one was hurt.
Police say a group of more than 20 people were holding vigil for a homicide victim.
"That's the theory we're working under right now, that the shots were fired as some type of celebratory act or tribute act. Certainly a reckless act nonetheless," says Norwalk Police Lt. Terry Blake.
