Stamford Board of Representatives fail to override mayor’s veto on the sale of dogs and cats

The Stamford Board of Representatives failed to secure enough votes to override Mayor Caroline Simmons’ veto on the sale of dogs and cats in city pet stores.

The board passed an ordinance in November 2025 banning sales of the pets, but less than a month later, Mayor Simmons vetoed the ban saying it could not be enforced under current state law.

Stamford Democratic State Rep. Jonathan Jacobson said the vote reflected a shared understanding that municipalities need authorization from the state to act.

He added that he is optimistic that a bill to address the issue at the state level will be introduced this coming session.

“City officials emphasized that, absent state legislation, local ordinances risk being unenforceable and could expose municipalities to litigation, potentially undermining the very goals those ordinances are intended to achieve,” said Jacobson.

The lawmaker went on to say he is optimistic legislation will be introduced to address the issue and provide clarity this session.
