State: Milford man's death in custody not due to excessive force

Brown was arrested in 2024 at the Big Y on suspicion of shoplifting. An officer forcibly removed him from his vehicle.

A state report says the death of Michael Brown in Milford police custody was not caused by excessive force or criminal behavior.

Brown was arrested in 2024 at the Big Y on suspicion of shoplifting. An officer forcibly removed him from his vehicle.

He told officers he couldn't breathe while being handcuffed and later went into cardiac arrest on the way to the hospital.

The Office of the Inspector General found Brown's death was due to a preexisting medical condition combined with the stress of the struggle.
