Members of Gov. Dannel Malloy's administration say talks with the State Police Union are headed for arbitration.
Connecticut's labor relations director released a statement saying they negotiated in good faith, but there are still "fundamental differences."
The union has opposed staffing cutbacks and consolidations. Gov. Malloy says they are necessary to lower costs and put more troopers on patrol.
