A winter storm quickly made an impact across southwestern Connecticut Wednesday.The National Weather Service issued a winter weather advisory for the region. Some residents admitted the storm forced them to change their plans for New Year's Eve. Residents that did head out for the night were advised to dress in layers due to the bitter cold temperatures and to use caution if driving.
