Some residents at the Halstead Norwalk were able to fully return on Wednesday after a water leak on Saturday forced them out of their homes.

News 12 spoke with Manuel LaCourt, a resident who lives on the fourth floor. He said living in a hotel for the past few days as a family of four with a dog has been chaotic. As a result, he wasn't able to sleep or go to work.

LaCourt said he received an email notifying residents on the third and fourth floors that they could fully return. The email came nearly an hour after their hotel's check-out time.

"My major concern as a member of this community is that there are a lot of elderly people. There are people in wheelchairs. Then you have young families that have newborn babies that are struggling with what the situation is," LaCourt said.

LaCourt and other residents said this could have been prevented if the leak had been fixed when it was first discovered weeks ago.

"I've lived in luxury buildings almost my entire life, and this is the least definition of a luxury building," said Joseph Franze, another resident who lives on the fourth floor.

Franze said this isn't the first incident that's happened. In November, residents were without power overnight while generators were installed.

"Why would they not do that in the summertime?" Franze said.

Halstead said in the email that some residents on the first and second floors were also able to return on Wednesday. The others are being told to remain in alternative accommodations for the time being while repairs are being done.
