Mamdani, DOB propose new rules to limit sidewalk sheds

The DOB is introducing several stronger enforcement measures, including a requirement to renew shed permits every 90 days.

Mayor Zohran Mamdani and the Department of Buildings Commissioner announced major progress in their push to limit sidewalk sheds in New York City.

New rules aim to fulfill reforms set by City Council legislation in 2025. Officials say it will make sidewalk sheds safer, smarter and less intrusive.

The DOB is introducing several stronger enforcement measures, including a requirement to renew shed permits every 90 days. Under previous standards, permits were renewed annually and automatically issued by the city.

The rules will also institute harsher penalties for property owners who leave sidewalk sheds when no active work is occurring or fail to finish façade repairs within a reasonable timeframe.

The DOB says they will issue graduated monthly penalties based on the size of the shed and the length of time it has been in place. This will only be paused if the owner proves they are making meaningful progress on repairs.

The agency has also proposed rules that would promote the use of six sidewalk shed redesigns developed by leading architecture and design firms. Officials say the designs improve upon pedestrian access, lighting and visibility.

The new rules will begin taking effect in early 2027.
