A failed attempt to save two puppies trapped in a drain on the premises of the Bridgeport Animal Shelter has some people saying more could have been done.

A person involved in the rescue told News 12 Connecticut that things did not go well because employees of the shelter and the city's facilities department could not agree on the best way to get the puppies out. Witnesses say several people wanted to cut open the floor of the building where the puppies were trapped, but they needed approval from the facilities department because it owns the property. In turn, the facilities department decided to flush the puppies through the sewer system, which plumber Michael Crumpton says was the wrong call.

Someone claiming to be from the city public works department asked News 12 Connecticut to leave the property and would not answer any questions.
