Work on a new five-story apartment building in Stamford is being forced to start over.
Construction crews are tearing out the foundation of at 112 Southfield Ave. after the city discovered that developers put it in the wrong spot.
City officials say it is nine feet too close to the shoreline.
Work was stopped in December, and the city ordered the developer to move the foundation to its approved location.
