Gov. Dannel Malloy proposed in his State of the State address several programs aimed at helping Connecticut's lowest-performing school districts and rewarding them based on progress. Malloy's plan calls for Milford schools to receive $320,000 in educational cost-sharing funds, with Norwalk getting $580,000 and Stamford on tap for $920,000.
