(AP) - Connecticut Gov. M. Jodi Rell will beunveiling her new two-year budget proposal and says it will includedeep spending cuts to deal with a deficit estimated at more than $8billion. Rell is scheduled to address a joint session of the GeneralAssembly at noon Wednesday. The governor is pledging not to raise taxes and says hertax-and-spending plan will make government more efficient. Shehasn't said yet what the spending cuts will be. Leaders of the legislature's Democratic majority say they'rewaiting to see details of the Republican governor's plan, but someare already questioning whether it's possible to address thedeficit without raising taxes. One highlight of Rell's budget is a proposed jobs program that'smirrored after the Civilian Conservation Corps of the GreatDepression.
