Greenburgh-based camp fined for not having permit following near-drowning incident last year

Documents obtained under the Freedom of Information Law show the Theodore D. Young Community Center's Bridge Experience Camp, where a camper almost drowned last summer, was fined by the Westchester County Health Department for operating without a permit.

After a camper nearly drowned last summer, records show the Theodore D. Young Community Center’s Bridge Experience Camp was operating without a permit and was fined by the Westchester County Health Department.

The incident happened last year when campers from the Theodore D. Young Community Center's Bridge Experience Camp were at Rockland Lake State Park.

The five-year-old was swimming when they became distressed in the park's pool.

Documents obtained under the Freedom of Information Law show the child was found floating face down, unconscious.

CPR was performed for two minutes before the child was resuscitated.

The health department found that the Town of Greenburgh knowingly operated the children's camp without a permit, which it had allegedly done for several years.

In addition, Rockland Lake State Park was not a location approved by Westchester County's Health Department.

It's also cited that the camp did not provide proper supervision of its campers to protect them from a public health hazard.

The Town of Greenburgh was ordered to pay a civil penalty of $9,000.

A town official said they could not comment because of potential litigation.

Westchester County Health Commissioner, Dr. Sherlita Amler, stated, "We are relieved that the child survived this day camp outing. We want all children in Westchester to have a safe experience at summer camp. That’s why we take such care during our camp inspections, and why parents should verify that the day camps they send their children to are permitted by Westchester County.”

It is unconfirmed if the Bridge Experience Camp will be held this summer.
