A woman is facing 122 counts of animal neglect in Orange County after dozens of sick cats were found living in deplorable conditions inside a bus.
The Hudson Valley SPCA gave News 12 photos of the horrific conditions, showing the feces-covered interior of the bus found April 7 on Corncob Lane in Westtown with the animals inside.
The rescue agency’s president, Joan Kay, says 64 cats were rescued and that dozens more died before they were alerted to the tragic case.
“We received a call from a rescue group out of New York City that have been looking for this woman,” Kay says.
Their owner, 70-year-old Ruth Cecilia Ibanez was arrested by the Law Enforcement Division of the SPCA. Officials say she had been living at a hotel in Middletown and housing the cats in a bus since she was evicted from her apartment for having more than 100 cats in New York City more than a year ago.
“There were no litter pans. Food was thrown in with some water and they were fending for themselves,” says Kay. “I’ve been doing this for 40 years and this is the sickest bunch of cats I’ve ever seen.”
Kay says the animals didn’t have any fresh air inside the bus and are suffering from upper respiratory and skin infections. She says some have staph infections, and at least one is septic. Kay says others have deep ear infections and open wounds.
A local developer is providing the nonprofit a building to house the sick animals while they remain quarantined and receive treatment.
The Hudson Valley SPCA asking the public for donations to help with their care and says they need everything from specialized food to blankets and bottled water.
Ibanez was issued an appearance ticket and is due in Town of Minisink Court May 1.
