Lawmakers Wednesday heard an emotional plea from Randy Cox's mother.
Cox was paralyzed in the back of a New Haven police van while in custody last summer.
"The officers refused to listen to him when he said, 'I can't move,'" said Cox's mother Doreen Coleman.
The bill would require immediately medical help for a suspect suffering from an emergency medical condition.
In Cox's case, an officer continued on to the police station.
New Haven's police chief Tuesday recommended firing the officers involved.
