Animal rights groups and state lawmakers are calling for tougher regulations for animal rescue groups and shelters.
The call comes after well-known animal rescuer Frederick Acker was convicted of 15 out of 63 counts of animal cruelty, and later convicted of 11 more.
Prosecutors claimed he would buy dogs from kill shelters for less than $20, leave them in inhumane conditions, and try to re-sell the dogs for up to $400 each.
Moving forward, lawmakers want rescue shelters to be licensed, just like municipal shelters and pet stores.
