Norwalk Mayor Richard Moccia says it will take several days before power is restored to Harbor View.
"It looks like parts of Beirut, almost," said Moccia. "We saw pictures of the devastation due to war. Well, this is similar."
Of the 109 homes that make up the island community, 100 sustained water damage.
Nearly one week later, most homes remain in the dark.
