Bridgeport police say new procedures will be taken at the city's animal shelter after two puppies died last week.
The pit bull puppies slipped under the waste disposal drain and became trapped 6 feet under ground.
City plumbers say they used a high-pressure water hose to flush the puppies out because they weren't permitted to cut the floor.
Authorities say they will try to correct a design flaw in the animal shelter. Shelter employees have been instructed not to let small animals in kennels with floor drains.
