A new study has been authorized on technology that would allow police to determine whether a motorist involved in a crash was texting while driving.
According to a report, 12 people were killed and almost 3,000 more injured in crashes involving cellphones between 2011 to 2015.
But privacy advocates have questioned whether the technology's use would violate personal privacy.
