The winner of the contested state House election in Stratford is now facing a State Ethics Office complaint.

State Rep. Phil Young won his House seat by just 13 votes, but 75 people got the wrong ballots at Bunnell High School. Last week on the House floor, Young voted against a procedural move that would have forced a new election.

Today, one of Young's opponents filed a state ethics complaint. Prez Palmer says that vote violated conflict-of-interest rules.

A spokesman for House Democrats insists it didn't because the vote was only procedural.

"It was a specific vote on an appeal of the speaker’s ruling on the germaneness of an amendment – not on the amendment itself, or even its germaneness – simply a parliamentary question," said House Democrats spokesman Larry Perosino.
