Woman charged with animal cruelty after dog found starving
A woman from Waterbury has been arrested and charged with animal cruelty after her dog was found starving.
According to police, the dog had lost around 20 pounds due to malnutrition.
Anita Locket-Howard adopted the dog back in November from the Connecticut Humane Society.
After running away, the dog was found in Woodbury and was traced back to Howard by a microchip.
