Court-appointed receiver attorney Barry Knott cites 83-year-old boilers and an inadequate rental boiler as the primary issues.
Knott announced plans to replace the rental boiler with a new one within the next week or two, sourced from out-of-state.
Long-term, Knott recommends installing individual boilers for each of the 97 buildings, estimating a $20 million cost.
This solution would require grants and loans.
