Police say Frank Douglas will be in court tomorrow morning.
Officers say they tried to stop Douglas in connection with a robbery when he took off.
Officer Troy Strauser was critically hurt when he fell about 20 feet onto I-95 during a foot chase after Douglas crashed in Norwalk.
