A Danbury police officer has been suspended for eight days.
Ken Utter was caught on body camera video making offensive statements to a man filming a public library. 
The News-Times reports Utter told Sean Paul Reyes he would have been “dead” 20 years ago.
Utter has to go through remedial training and additional training on body cameras.
Three other officers also reportedly violated department policy.
