Gov. Ned Lamont delivered his budget address in Hartford Wednesday.
One of Lamont's budget proposals is a Universal Pre-School fund, which would be phased in over the next few years.
As part of that proposal, Lamont would seed the universal preschool fund with around $300 million from the state's surplus.
Republicans describe this move as controversial because the fund is off budget, meaning it would not count against the state's strict spending cap.
Lamont has also proposed a tax cut - a $50 dollar increase in a local property tax credit.
An additional proposal includes a 5% increase in rail fares over the next two years.
