A legislative committee in Hartford narrowly advanced a bill to lower the legal blood alcohol level to .05.

They also approved an alternative proposal that creates a lesser charge called "Driving While Ability Impaired" that would result in a penalty, which is more like a traffic infraction.

"I'm not sure whether this is going to save a single life, whereas the other, my amendments, I'm positive would save lives," says Rep. Thomas O’Dea.

O’Dea has introduced a bill cracking down on people who drive while high on cannabis.
