Lawmakers in Hartford announced an agreement Tuesday on major transportation improvements. The 10-year, $2.3 billion package includes money to expand and improve rail and bus service, upgrades to Bridgeport Harbor including funding for a feeder barge service, and improvements to highways. Both the governor and legislative leaders say the bill does not raise any taxes or require tolls. In order to fund the project, $1 billion will be bonded and additional money will come from the federal government. Additional revenues from the gross receipts tax on petroleum products will be transferred from the general fund to the transportation fund.
