Norwalk police have arrested a man for allegedly sexually assaulting an 8-year-old relative.
Police say Lionel Chavarria raped the child three times in 2004.
The investigation started last month after they say the victim, who is now 16, told a youth counselor about the abuse.
Police say Chavarria is being held on a $50,000 bond and will be arraigned later this month.
