? Come October, dog and horse owners can expect some new rules at Penfield Beach in the off-season.
Town officials say horse owners must stay below the high tide line and clean up after their horses at the Fairfield beach. Dog owners will also now need to leash their canines. The town hopes the arrangement will work for both animal lovers and residents, some of whom have complained of messy and unruly pets.
The Recreation Commission voted to allow dogs off-leash only at Jennings Beach, where there are no homes. And while police plan to treat owners sensitively, they expect compliance.
The head of parks and recreation says the commission will meet next month to discuss raising fines to $100.
