Police nab Cedarhurst teen in scooter hit-and-run

Police say they arrested the teenager who drove a motorized scooter into a man on a Cedarhurst sidewalk and fled the scene.
As News 12 has reported, surveillance cameras recorded two boys who were riding a scooter on Sept. 14 when it plowed into a man on Central Avenue. The victim is the owner of the Wok Tov Chinese restaurant and had just stepped out of the building when he was hit.
"We saw him bleeding, so we ran across the street and we stayed with him, and my husband locked the store for him," says Debbie Shetfit, of Cedarhurst. "It was completely an accident."
Police say they arrested 17-year-old Yosef Soyonov for reckless endangerment and leaving the scene of an accident.
Avremy Sceinfeld, who works at Wok Tov, says he saw the boys were quickly zipping the scooter up and down the narrow sidewalk all day.
"I was telling my co-worker, it's only a matter of time before they hit somebody," he says.
No one answered the door at the teen's apartment. But a next-door neighbor says a group of community members saw the video, recognized the boy and his 13-year-old brother and encouraged them to turn themselves in.
News 12 spoke with the victim by phone Wednesday. He didn't wish to comment on the incident, but he did say he suffered a torn meniscus in each of his knees. He underwent one surgery and is scheduled for another.
