Metro-North officials say train engineers have the right to cover their compartment windows, despite complaints from passengers.
A video was recently posted on YouTube by a passenger who claims it shows an engineer reading a newspaper during rush hour.
Metro-North officials say they want passengers to feel safe and say they're now monitoring operators more closely, as well as doing a full review of their practices.
