The Connecticut Legislature passed a revised $37.8 billion budget proposal Thursday presented by statehouse Democrats.

The Democratic plan is an updated version of the budget that was passed in late June but was vetoed by Republican Gov. Jodi Rell.

Connecticut has been operating without a budget since July 1, when the new fiscal year began. Democrats contend the new budget cuts spending, but Republicans say it does just the opposite.

On Thursday afternoon Rell proposed raising taxes on cigarettes, tobacco, alcohol and corporations, saying those are the only taxes she's willing to consider to cover Connecticut's massive deficit problems.

Rell's new, two-year, $37 billion budget was unveiled shortly after two legislative committees, controlled by Democrats, passed their package.
