A public hearing was held today in Hartford on a transportation lockbox bill.
The plan would stop transportation revenues from being spent on other programs.
Gov. Dannel Malloy, who is pushing for a $100 billion overhaul of the state's transportation infrastructure, is backing the proposal.
A constitutional amendment is needed to create a transportation lockbox.
